North Dakota's Department of Mineral Resources approved five new drilling permits and six permit renewals in filings from Thursday, July 23, 2026, according to the daily activity report. The new permits signal continued development in the core Bakken region, with all activity concentrated in McKenzie and Williams counties.

Rockport Energy Solutions LLC was the most active operator for new permits, securing approval for a four-well pad in McKenzie County. The company received permits #43145 through #43148 for the SLOANE 25-24-13 1HF through 4HF wells, all located in the SE SW of Section 25-146N-98W within the Ranch Coulee field.

The fifth new permit, #43149, was issued to PetroShale (US) Inc. for the ANDERSON NORTH TF2H well, located in the SW NW of Section 14-149N-96W, also in McKenzie County. This permit is listed for the 'Confidential' field, meaning its specific target formation is not publicly disclosed.

In permit renewals, Hess Bakken Investments II, LLC was the sole operator, renewing six permits for wells in Williams County. The renewals, #42112 through #42117, are for the SC-FOSTER-153-99-2932H-2 through H-6 and SC-FOSTER-LE-153-99-2932H-1 wells. All are located in or near Section 20-153N-99W within the Crazy Man Creek field. Each renewal filing was noted with "LOCATION OUTSIDE OF SPACING UNIT," a common administrative designation.

The DMR report also included updates on confidential status changes for existing permits. Oasis Petroleum North America LLC had two permits released from confidential status. Permit #42634 for the RYSTEDT 5892 31-28 4B well in Mountrail County (NW SW 28-158N-92W) and permit #41545 for the PHOENIX 5602 13-17 4B well in Williams County (NW NE 17-156N-102W, Bull Butte field) are now publicly listed.

The day's filings underscore ongoing operator focus on the core Bakken counties. McKenzie County, a historical top producer, saw all new permit activity, while Williams County activity was centered on renewals and status updates for existing locations.
