DMR Reports Five New Permits, Hess Well Released from Confidential Status

Devon, Zavanna file for drillbacks and out-of-spacing unit locations; Hess and Enerplus wells' data made public.

The North Dakota Department of Mineral Resources' daily activity report for Monday, June 29, showed five permit renewals filed by major operators, along with several wells moving out of confidential status.

Four of the five new permits involve proposed drillbacks or locations outside of approved spacing units. Devon Energy Williston, L.L.C. filed for a drillback (#39055) at its Clear Creek Federal well in McKenzie County's Westberg field. Zavanna Energy Operating, LLC was active in Williams County, filing for three permits. Two (#41980, #41981) are for locations outside the spacing unit at its Stockyard Creek field Sigurd wells, and one (#41982) is for a proposed drillback at its Crazy Man Creek field.

The report also included a notable well completion. XTO Energy Inc. reported its HBU Marmon 24X-13D well in Williams County is now producing, with an initial rate of 1,304 barrels of oil per day and 331 barrels of water per day.

Several wells were newly designated as confidential, according to the report. Hess Bakken Investments II, LLC (#41586) and Koda Resources Operating, LLC (#42298, #42566) each had wells in McKenzie and Divide counties moved to confidential status. Phoenix Operating LLC (#42505) also had a well in Mountrail County designated confidential.

Conversely, multiple high-interest wells were released from confidential status, making their production data available to the public. Hess Bakken Investments II, LLC had its BL-Mortenson well (#41609) in Williams County's Beaver Lodge field released. Enerplus Resources USA Corporation saw five wells in Dunn County's Eagle Nest field released from confidential status (#41513, #41514, #41515, #41516, #41522). Devon Energy also had its Wagenman well (#41051) in Mountrail County's Big Bend field released.

The activity highlights ongoing development across the core Bakken counties. Williams County saw the most filings with the XTO completion and multiple Zavanna permits. Operators continue to file for permits to drill back into existing wells or adjust well locations, indicating targeted infill development.

The North Dakota Department of Mineral Resources approved six new drilling permits on Monday, October 5, 2026, all filed by Oasis Petroleum North America LLC.
