KODA Leads New Bakken Permits, Oasis and Hess Drive Renewals

The North Dakota DMR approved five new drilling permits and nine renewals on Tuesday, with activity focused in McKenzie and Divide counties.

The North Dakota Department of Mineral Resources approved five new drilling permits and processed nine permit renewals in filings dated Tuesday, May 19, 2026, according to the agency's Daily Activity Report. The new permits show continued development in the core Bakken counties of McKenzie and Divide.

Koda Resources Operating, LLC was the most active applicant for new permits, securing three approvals in Divide County. All three permits—#42953, #42954, and #42955—are for wells named "Pilsner" in the East Goose Lake field. The other two new permits went to majors operating in McKenzie County. Enerplus Resources USA Corporation received permit #42951 for the "Magnum" well in the Baker field, and Burlington Resources Oil & Gas Company LP received permit #42952 for the "Ole Clemens" well in the Dimmick Lake field.

Permit renewal activity was dominated by several large operators. Oasis Petroleum North America LLC filed four renewals for its "Aune Federal" pad in Williams County's Eightmile field and one for an "Ernie Federal" well in Mountrail County's Cottonwood field, the latter noted as a proposed drillback outside of the spacing unit. Hess Bakken Investments II, LLC renewed three permits for its "SC-Scanlan" pad in Williams County, each filing involving a well name change from a previous identifier. Devon Energy Williston, L.L.C. also renewed one permit for a well in Mountrail County's Alger field, also listed as a proposed drillback outside the spacing unit.

The report also listed several wells released from confidential status, making their drilling data publicly available. According to the DMR, Devon Energy had one well released in McKenzie County's South Tobacco Garden field. Phoenix Operating LLC had four wells released from confidential status in Mountrail County, and Koda Resources had one well released in Divide County's Fertile Valley field. One well each from Devon Energy and Phoenix Operating LLC were also listed with a confidential status change, though the specific nature of the change was not detailed in the report.
