Six New Permits Issued to Phoenix and Enerplus in Divide, Dunn Counties

North Dakota regulators approved drilling permits and reported status changes for several Bakken wells on Tuesday.

North Dakota's Department of Mineral Resources approved six new drilling permits on Tuesday, September 29, 2026, according to the agency's daily activity report. The permits were split between two operators, with activity focused in the state's western counties.

Phoenix Operating LLC received two permits in Divide County. The permits are for the HOBBIT 30-31-6-7 1H-LL well in the CORINTH field and the HOBBIT 29-32 4H well in the WILDROSE field, both located in Township 160N, Range 97W.

Enerplus Resources USA Corporation was approved for four permits in Dunn County. The permits are for the MHA OAT 4892 21-19 4B, MHA MILLET 4892 21-19 5B, MHA GRAIN 4892 21-19 6B, and MHA BARLEY 4892 21-19 7B wells, all located on LOT 2.

The report also listed several confidential status changes for existing wells. A Hess Bakken Investments II, LLC well (#36271) in McKenzie County was listed, along with a Formentera Operations, LLC well (#42284) in Divide County. An Oasis Petroleum North America LLC well (#41853) in Mountrail County was released from confidential status.

One permit was canceled, according to the report. Koda Resources Operating, LLC had its permit for the ALE 2436-1BHN well in Divide County's EAST GOOSE LAKE field canceled (#42395).

Two previously confidential permits were canceled after their status lapsed. Silver Hill Energy Operating, LLC's permit (#33888) in Burke County and two Continental Resources, Inc. permits (#40811 in McKenzie County and #41749 in Divide County) were listed as canceled.

One well was reported as a new producing well completed. Formentera Operations, LLC reported initial production for the FONDA-23-02-BAL N611HF well in Divide County. The well, located in NE NW 23-162N-95W, produced 33 barrels of oil per day (BOPD) and 4,229 barrels of water per day (BWPD).
